Glenn Nicie, 63, has secured a one-year renewal of licences for his three strip clubs on St Mary Street in Cardiff city centre, after the council voted to keep them open despite objections from local campaigners.
The venues - Dusk Till Dawn, For Your Eyes Only and the Playhouse Gentlemen's Club - faced calls for closure from residents who argued the clubs made women feel unsafe and promoted a culture of misogyny.
Objector Bronwen Davies said the clubs "belong in the dust bin with page three and pin-up calendars," while fellow campaigner Kate Owen described the business model as "sexual commercialisation against women."
Women's charity Filia representative Miz Jakubovic added that surveys conducted by the charity indicated the clubs made women feel unsafe, stating, "Women's safety is not a moral issue or a political issue."
Cardiff Council deputy leader Cllr Sarah Merry also opposed the licences, claiming the venues have "no place in Cardiff in the year 2026" and contribute to misogyny.
Representing the clubs, Piers Warne argued St Mary Street remains a hospitality hub and the heart of Cardiff's night-time economy, noting the street has not materially changed in a decade and that objectors offered no evidence of a cumulative problem.
Warne described the club entrances as "discreet," saying people would "miss the doorways if you weren't looking for them."
During the council meeting, officials highlighted extensive safeguards at each club to protect dancers, staff and patrons from harassment and abuse.
After the council approved the licences for another year, Jakubovic expressed disappointment but thanked the committee for listening to women's experiences, while Nicie said, "I think the committee came to the right decision."
