Tommy Fury has refused Jake Paul's final "life-changing" proposal to fight again.
The British boxer handed the American YouTuber-turned-fighter his first loss by split decision in 2023.
Since that bout, talks of a second match have been ongoing, but no agreement materialised.
According to Nakisa Bidarian, co-founder of Most Valuable Promotions with Paul in 2021, Fury rejected a rematch offer in August during an event in Birmingham.
Bidarian, speaking before MVPW 7 on 8 November, said it is the last offer the 2019 Love Island star will ever receive from the promotion.
He told SunSport: "Tommy Fury, to be unequivocally clear, he got his last offer from us in Birmingham when we were there for our last MVPW event with Sky."
"And the only way Jake Paul's ever going to face Tommy Fury is if Tommy Fury shows up with a guarantee that's appropriate for Jake Paul. We are done giving that guy life-changing opportunities and him finding excuses on why not to do it."
Fury, 27, defeated Paul's rival KSI, 33, eight months after their celebrity clash in Saudi Arabia and subsequently underwent hand surgery.
The TV personality, engaged to Molly-Mae Hague and father of two, has fought only twice since, most recently against strongman Eddie Hall in June.
Jake Paul, 29, has stepped into the ring seven times since his loss to Fury, winning six. He suffered a knockout and a broken jaw in his December bout with two-time heavyweight champion Anthony Joshua, 37.
Fury's father and manager John Fury previously indicated his son would fight in December, ruling out a rematch with Paul until the following year.
Bidarian added: "Listen, Tyson Fury is extremely successful. He's had a tremendous career. Who's his advisor? Who's his manager? I don't think it's John Fury. Shout out to Spencer Brown, he's a great guy."
